              Regional Storm Water Management Plan (RSWMP)

Since the fall of 2004, a committee of more than 20 partner organizations, municipalities and local residents has been working to develop a Regional Storm Water Management Plan (RSWMP) for the Deal Lake Watershed.  The Deal Lake Commission, the state-appointed steward of Deal Lake, is spearheading the effort under a grant from the New Jersey Department of Environmental Protection's 319(h) Nonpoint Source Pollution Control and Management program.  The goal of the project is to identify stormwater-related problems and develop cost-effective solutions to reduce pollution and flooding throughout the lake's watershed (the total land area that drains to the lake and its tributaries). 
 
Many have asked what these Storm Water Management Plans are all about.  The two obvious implementations are new Storm Water Drain designs (as seen in the picture to the right) and the responsibility of each town to clean the catch basins (as seen by the picture below.)  The new "Eco" design storm drains should prevent about 90% of the floatables and trash from entering our lake.  All new road construction and street upgrades are required to use the new storm drains.  Cleaning catch basins on a scheduled basis should help minimize the amount of silt and sand migrating into the lake.
 
After the severe flooding of 2005, the importance of this plan was raised to an "urgent" level.  We're looking at some creative ideas to reduce the risk of flooding in the main section of Deal Lake and significantly lower the amount of floatables and phosphorous entering the lake.  Read the latest update from our recent RSWMP meeting.  Also take a look at our working list of recommendations (updated 4/2/07) which will be the heart of the regional plan that we submit to the DEP.  A draft of our RSWMP is due July 2006.
