The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    March 15, 2012

     

    The Regular Meeting of the Deal Lake Commission was held in the Village of Loch Arbour Municipal Building, 550 Main Street, on March 15, 2012 and was called to order at 7:00 PM by Vice-Chairman James Rogers, due to the absence of Chairman John Everson. After the Flag salute, the Commission Clerk announced that the notice requirements of C.231, P.L. 1975,  have been met by transmitting the notice of this Regular Meeting to the Commission’s official newspapers on January 26, 2012, posting the notice where required and filing a copy of the notice with the Commission Clerk.

    OLD BUSINESS

    •  319h Grant
      • Please submit your in-kind hours for the reporting period;
      • Comstock MTD – The Commission Clerk reported that there was an inspection after a recent storm event by Princeton Hydro, LLC personnel.   Dr. Souza reported that some of the data is back and the structure is working phenomenally.  Dr. Souza stated that the incoming suspended solid into the structure is 619 milligrams per liter, going out of the structure is 68 milligrams per liter.  Two more storm events must be sampled.  Dr. Souza’s intent is to get a storm in the spring and summer and sample those events.
      • -Colonial Terrace – Dr. Souza reported that they had a very productive meeting with Ocean Township officials.  Everyone was in favor of planting this spring, in May and asked for all volunteers to help plant.  Plant material has already been ordered. Princeton Hydro, LLC will be on site that day to instruct where all plantings will be laid out.  Dr. Souza also reported that the other three projects will be started after the course is closed in November.  The three projects will have to be put out for bid.   By August everything should be set up, so they can start in November.  Ocean Township does not have the manpower or the machinery to dedicate to the projects.   Dr. Souza has had contact with the DEP and they are asking for clarification on some of the pre-installation and he shared that information with them.
    •   RP04-082 (Watershed Management Plan) – The Commission Clerk reported that the final vouchers have been submitted for the project administration fees and is awaiting review and final determination from the DEP.  Vice Chairman Jim Rogers discussed and advised everyone to write down their in-kinds hours and submit them to the Commission Clerk every month.  Commissioner Henderson asked if Brian from the public works department submitted his in-kind hours, the Commission Clerk indicated that he has not submitted any in-kind hours; Commissioner Henderson will have Robert Bianchini from the public works department submit in-kind hours. The Commission Clerk stated that Ocean Township does not submit in-kind hours.

    • Shark River Dredging/Neptune Landfill – Peter Avakian advised that the Mayor and Senator Beck went to a DEP meeting to intervene with the Center of Technology to try and resolve the issue of designating a dewatering site which is what is holding up this project.  They had seven various sites identified in the area, they gave the history, the use and access availability and the ownership to the DEP and they rejected each of the seven sights.  Mr. Avakian reported that the marina bulkhead project is moving forward.  When the project is done all of the structural work will be completed.    

    •  Deal Lake Master Plan – Mr. Everson is working on the draft for review.

    • Sunset Avenue Bridge Reconstruction – Commissioner Henderson reported Brian Grant and John Everson were at a meeting and they both asked if the MTD’s could be installed on both sides of the bridge, similar to Comstock.  The DOT agreed to install, if the towns would do the maintenance.  The project manager of the bridge is requesting a letter.  Vice Chairman Jim Rogers stated that a letter was received from the Environmental Consultants for the Bridge along with an application that was made on behalf of the County.  Dr. Souza stated that the Main Street Bridge should be included on this application.   

    • Asbury Park Boat Ramp – Commissioner Henderson stated that more bricks were laid, so all of the parking area is ready to go, Robert Bianchini walked through the project and spoke to Commissioner Henderson about the old wooden bulkhead and that he has pilings and would like to build another bulkhead.  A discussion ensured on the construction of the bulkhead, what the DEP would allow at this site, what type of permit would be required and what guidelines the DEP would establish to restore bulkhead.    

    •  Monmouth County Shared Services – No communication from Monmouth County on Shared Services at this time;

    •  Terrace Pond Dredging;   Dr. Souza stated that the Permit Application template has been prepared, but Ocean Township does not have the manpower to do this job within the time frame.

    • Website – The Commission Clerk reported that the website is up and running and available to the public;

    • Weed Treatment – Dr. Souza stated that the contract is already in place and secured the permit to start the treatment, he will follow-up in June;

    • Boom Installation – equipment was received on Monday, March 5; installed on Thursday, March 8 by Princeton Hydro, LLC personnel.  Dr. Souza stated that there is no flow right now but it will be monitored for the next couple of months.  

    NEW BUSINESS

    • Dr. Souza reported that there are several articles of interest in the “Storm Water Magazine” and they will be posted on the website to read. 

    • Dr. Souza will be teaching a one-day Pond Maintenance Course at Rutgers in April.  The particulars are listed on the Rutgers Continuing Education Website if anyone is interested. 

    • Peter Avakian stated that he attended the Eagle Scout Award Ceremony of Harry Wass on Saturday, March 3, 2012.  Mr. Wass did a wonderful job, the Deal Lake Commission was thanked by Mr. Wass along with John Everson and he was very proud of the project that he did to help the Deal Lake Commission.  Peter Avakian stated when he submits his reports he is going to identify this project as an educational component.

    • Vice Chairman Jim Rogers stated that everyone on the Commission needs to fill out a Financial Disclosure Statements and provide two original signature statements to the Commission Clerk, because forms are due April 6, 2012.

    PUBLIC HEARING

                 UPON MOTION of Neptune, seconded by Asbury Park, carried, that the meeting be opened to the public for comments at this time.

                 Joe Bove, Wanamassa, asked about the status of the Sunset Avenue Bridge and when the construction would start.  Commissioner Henderson indicated that the date has not changed and it is scheduled for the Fall of 2012. 

                Mr. Bove then asked when the Terrace Pond was dredged last.  Dr. Souza indicated that he believes that it was approximately three years ago.  Dr. Souza commented that it is not the sediment that is causing the problem it is the velocity of the water that comes down during a storm event. 

                Mr. Bove offered comments on the “No Wake Zone” signs to be installed and stated that he went to an Ocean Township Counsel meeting and they are sending a letter to the proper authorities to clarify the rules of putting the buoys in the lake as he had requested instead of signs.  Commissioner Henderson indicated as a property owner she has contacted the State Marine Police and has not gotten any information on this subject.  Mr. Bove indicated that someone should contact the State Marine Police and get a copy of their guidelines.  Mr. Bove also indicated that the State Marine Police will provide barrels that could be used for signage.  He will get back to the Commission on the name of the person that indicated this to him.
