The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

                The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue, and called to order at 7:00 PM by Chairman Don Brockel. After the Salute to the Flag, the Commission Clerk announced that the notice requirements of C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspapers on January 29, 2015, posting where required and filing a copy of the notice with the Commission Clerk.

    PUBLIC HEARING

    UPON MOTION of Ocean, seconded by Asbury Park, carried that the meeting be opened to the public for comments at 7:10 PM before the start of the Regular Meeting.

    Gino Dellomo, Wickapecko Drive, along with other residents of the Wanamassa section of the Township, wanted to voice their concern and ask the Deal Lake Commission for their support in opposing the variance request that is now before the Board of Adjustment regarding the proposed dormitory type school at 1515 Logan Road. There were questions about the grating of the property which could potentially cause flooding and run-off into the brook. Mr. Brockel explained that those issues fall under stormwater management. Mr. Avakian said that he would need to review the plans, etc. but he does understand their level of concern especially with the stormwater issues.

    Dr. Souza said he would also review the plans and make his recommendations. Debbie Mansfield, Bendermere Avenue, asked if the run-off would affect the storm sewer system. Mr. Nissim advised her that is an issue for the Sewerage Authority. Michael Palutis, Walnut Avenue, read from a prepared statement asking for the Deal Lake Commission to inform the Township of Ocean Board of Adjustment that a comprehensive stormwater management plan must be conceived before any variance for redevelopment is approved. Ms. Henderson said she would attend the special Board of Adjustment Meeting on February 24th to represent the Deal Lake Commission.

    An Asbury Park resident asked where he could get an artist rendering of the Sunset Avenue bridge. Mr. Avakian explained that the County should have drawings but they don’t hire architects. The construction engineer should have the drawings.

    There being no further comments, and UPON MOTION of Asbury Park, seconded by Interlaken, carried that the public hearing be closed.

    OLD BUSINESS

    1. NRCS/DEP – Brockel reported that we could lose the money if the project is not completed by the end of July. Based on the location of where the NRCS wants to begin the project, he proposes we try and get them to at least agree to an alternate location for the dredging so we use the money and get it done rather than risk the chance of losing the funding. He went on to say Asbury Park will not de-water in the spring or summer months. He sent letters out to Senators Smith and Pallone and has not heard back from them. Dr. Souza said the proposed dredging plan doesn’t make sense. Mr. Fromer questioned who chose the site. Mr. Avakian explained that the State took it over and they chose the site.
    1. Flood Hazard Reduction and Resiliency Grant Program – Avakian reported that we probably won’t hear anything until May 7th or longer.

    NEW BUSINESS

    1. Resolution #3 – Appoint webmaster (Sam Hartung)

    UPON MOTION of Allenhurst, seconded by Asbury Park, carried, that the following Resolution be and the same is hereby adopted:

    WHEREAS, the Deal Lake Commission is in need of the services of a qualified webmaster to maintain their website; and

    WHEREAS, Sam Hartung has performed these services for the Commission for the years 2012 through 2014, competently and diligently.

    NOW, THEREFORE, BE IT RESOLVED that Sam Hartung be and he is hereby appointed as webmaster for the Deal Lake Commission for the year 2015 at the rate of $800.00 annually, paid quarterly.

    BE IT FURTHER RESOLVED that a certified copy of this Resolution shall be supplied to Mr. Hartung for his information and the Chief Fiancial Officer for her action.

    1. Watershed issues on Logan Road – already discussed at the Public Hearing earlier.
    1. NJ Transit rebuild retaining wall by Asbury Park boat ramp – Brockel would like to draft a letter to NJ Transit and ask them to replace the retaining wall. It is in disrepair and needs to be replaced. It is not only unattractive but it is a health and safety hazard as well.
    1. Beach Replenishment – Brockel reported that the earliest the project will start is April 1st . The DEP will have to look for a new staging area as Asbury Park told them they cannot use the fisherman’s parking lot.
    1. Monmouth County Bridge O-10 on Sunset Avenue over Deal Lake – Brockel said he will be reaching out to the County once again to voice the DLC’s concerns and the concerns of the residents in the adjoining neighborhoods. One of his major concerns is what will happen when we get the first big storm of the season.
    1. Snow shoveling at the flume house – Brockel would like to hire Steve Harvey to do the snow shoveling at the flume house.
    1. Website access – email system – Brockel reported that we are having a problem with the website and we need to address the issue and find out what happened. Mr. Nissim suggested that once a quarter each representative from the DLC attend their own Town Council meeting and bring them up to date with what the Commission is doing.
    1. Posting Minutes on website – The Minutes will be posted on the website after the Commission has reviewed them and they are approved.
    1. Set-Up Monthly Calendar – Brockel would like to see a monthly calendar set-up and posted on the website. The Commission Clerk will set up the Calendar and have it ready for review by the Commission by the March 19th meeting.
    1. 319(h) Grant – Souza would like to have the Letters of Support by March 15th in order to meet the deadline for filing the Grant.
