The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

                The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue, and called to order at 7:00 PM by the Commission Chairman Don Brockel.  After the salute to the Flag, the Commission Clerk announced that the notice requirements of Open Public Meetings Act (C.231,P.L. 1975) were met by transmitting the notice to the Commission’s official newspaper on March 8, 2018, posting where required and filing a copy of the notice with the Commission Clerk.

    MINUTES – REGULAR MEETING

    OLD BUSINESS

     

    1. Flume Electrification – Peter Avakian, Commission Engineer, reported on the meeting he had with Ocean Township regarding the funding of the project. He went on to say the State Aid Agreements were signed by the DLC and sent back to the State for their review and signatures.   

     

    1. Bridge Updates – Mr. Avakian said the work was supposed to be completed by the end of April and there has been no response from the Contractor.  There are still a number of outstanding items on the punch list. 

     

    1. 319(h) Grant – Mr. Brockel reported that it is still in legal review. He hopes to have something by the next meeting.

     

    1. Organic Material Removal from Fireman’s Pond – No Update.

     

    1. Water Testing – Mr. Brockel reported that various areas have been tested around the lake. This is just the first step.  We are concentrating on Terrace Pond and Hollow Brook as they appear to be the biggest areas of concern. 

     

    1. Deal Lake Master Plan – Mr. Brockel said that we will again have a Workshop Meeting next month at 6:30 to review and finalize the plan.

     

    1. Ship & Sniff Program with Clean Ocean Action – Mr. Brockel said they still need to come back and test during a rain storm.  

     

    1. Weed Treatment – Dr. Souza explained by phone that under the NJ bidding law no bids are required unless the project exceeds $14,000.00.  However, a Request for Proposal is needed if the amount is expected to exceed $2,500.00. 

     

    Mr. Brockel has requested quotes from three vendors to be received no later than the close of business on May 17, 2018.  He has received two quotes.

     

    Resolution #3 – Weed Treatment

     

                UPON MOTION of Ocean, seconded by Allenhurst, carried that the following Resolution be adopted:

     

                WHEREAS, the Deal Lake Commission wishes to address the problem of excessive weed growth in the Colonial Terrace section of Deal Lake; and

     

                WHEREAS, the Commission solicited quotes to control the submersed aquatic weeds in the Colonial Terrace section of Deal Lake; and

                WHEREAS, quotes were received from the following:

     

                Clear Lakes, Inc.                                 $8,250.00

                Princeton Hydro, LLC            $6,725.00

     

                NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that the quotation of Princeton Hydro, LLC is hereby accepted to treat the Colonial Terrace section of Deal Lake with a DEP approved herbicide in an amount not to exceed $8,000.00; and

     

                BE IT FURTHER RESOLVED that the herbicide application shall begin mid-June or sooner depending on the weather and the weed growth in the area and will be completed by mid-July; and

     

                BE IT FURTHER RESOLVED that Princeton Hydro, LLC shall obtain any necessary DEP permits prior to the application of any herbicides.

    1. Eagle Scout Project – Mr. Brockel reported that the Eagle Scout’s project was approved and he will be reaching out to the individual municipalities.

     

    1. McGillicuddy’s Shoreline Clean-Up – Mr. Brockel said that he did speak to the owner of McGillicuddy’s and they will be doing plantings and a clean-up of the shoreline.

     

    1. Spring Clean-Up, March 24th – Mr. Brockel reported that it was a very successful event. We collected over a ton of trash along with a boat that was on the bottom of the lake.

     

    1. Carp Contest – Mr. Brockel said over fifty carp were caught.  He was disappointed in the turnout.  He would like to see it advertised more.

     

    1. Terrace Pond Depth Study – Mr. Brockel said the first phase of the study is complete. Once the study is finished Monmouth University will once again present its findings to the Commission.

     

    1. Clear channel markings for bridges – Mr. Brockel would like to see channel markings on the bridges, especially by the Main Street bridge. Hopefully it can be worked into one of the grants we receive.

    1. Resolution #4 – Resolution to set Tentative Meeting Schedule for 2019

     

                UPON MOTION of Ocean, seconded by Allenhurst, carried that the following Resolution be adopted:

     

                BE IT RESOLVED by the Deal Lake Commission that the following is the tentative 2019 Schedule of Regular Meetings of the Deal Lake Commission.  The tentative meeting dates are as follows:

    NEW BUSINESS

     

    1. DEP Grant – Mr. Brockel said he spoke with a representative from the Wesley Lake Commission suggesting we partner with them to apply for a storm water resiliency grant when it becomes available at the end of May.

     

    1. Lake Access Points – Mr. Brockel suggested drawing up a map that would show all of the access points on the lake that show where canoes and kayaks can enter the lake.

     

    1. Information signs posted around lake – To be held for the next meeting.

     

    1. Summer clean-up and boat tour – To be held for next meeting.

     

    1. Lake Stocking – Mr. Brockel sent an e-mail to the Division of Fish and Game requesting a 2018 largemouth bass stocking of the lake. He also requested that Deal Lake be put on the list to be stocked annually.

     

    1. Trap netting – There was a brief discussion on the subject of trying to trap the carp with netting.

    1. Goose Nest – Mr. Brockel said it appears there are a lot more geese this year. He would like to see a more aggressive approach next year.  The best time to take care of the nests is March and April.

     

    1. DOT Accountability for Stormwater Regulations – Mr. Brockel will be sending a letter to the DOT on behalf of the Deal Lake Commission addressing their lack of pproper silt/soil control measures during the curb and sidewalk work in Allenhurst.

     

    PUBLIC HEARING

     

                UPON MOTION of Loch Arbour, seconded by Ocean, carried that the meeting be opened to the public for comment.

     

    Residents from Colonial Terrace had comments, questions and concerns about the state of Terrace Pond.

     

    Sonia Spina, the Director of Communications for Asbury Park, introduced herself and gave a brief explanation of her job.

     

                There being no further comments, and UPON MOTION of Asbury Park, seconded by Allenhurst, carried that the public hearing be closed.  There being no further business and UPON MOTION of Asbury Park, seconded by Allenhurst, carried that the meeting be adjourned at 8:15 PM.
